Russia ready to talk with Taliban movement to convince it to reach reconciliation

AKIPRESS.COM - Afghanistan Russia’s authorities are ready to talk with the Taliban movement to convince it to reach reconciliation, Russian presidential special envoy for Afghanistan Zamir Kabulov told Itar-Tass on February 19.

“Of course, contacts with the Taliban movement are possible. These are mainly indigenous citizens,” said Kabulov, who is also director of the Russian Foreign Ministry 2nd Asia Department.

“However, there are those who follow the ideas of global Jihad. Afghanistan is indifferent to them and they are ready to carry out permanent war for a mythical caliphate. There are few people, but the problem is that they are more active and sound the keynote to many events,” the Russian high-ranking diplomat said.At the same time, he said it was possible to hold a dialogue with the Taliban movement if it complied with certain conditions approved by the UN Security Council — to recognize the Constitution of Afghanistan, to stop armed confrontation with the government and to break relationship with Al Qaeda.

“We’ve never said the existing Constitution of Afghanistan is ideal. It has imperfections. However, we’re doing our best to convince the Taliban movement to change the Constitution due process of law,” Kabulov said.

Commenting on the need to break relationship with Al Qaeda, the diplomat said the aggressive and extremist regime in Afghanistan “could hardly stabilize the situation in Central Asia”.

“Thus, we have our interests. These are our strategic allies and partners. So, we voice concern,” he added.
