OSCE, Swiss Customs support Kyrgyz Customs Service in assessing its risk management system

AKIPRESS.COM - OSCE_sign Representatives of Switzerland’s Federal Customs Administration of (FCA) started a two-week official visit to Bishkek on August 14, with the support of the OSCE to examine the functioning of the risk management system of the State Customs Service of the Kyrgyz Republic.Heinz Widmer, Head of FCA Customs House Zurich-Airport, and Patrick Moraz, Senior Internal Auditor of the FCA General Directorate in Bern, were invited by the State Customs Service in co-operation with the OSCE Centre in Bishkek as part of the Centre’s project on building the capacity of customs officers from Kyrgyzstan and Afghanistan.

“The OSCE Centre in Bishkek is strongly committed to strengthening the work of Kyrgyz Customs,” said Yulia Minaeva, Senior Economic and Environmental Officer at the OSCE Centre in Bishkek. “This visit of our Swiss Customs colleagues aimed at improving the risk management system of Kyrgyz Customs, with the added bonus of trade facilitation, is an important step.”

Andrea Canonica, Head of International Affairs Department at the FCA, said: “Co-operation between the Federal Customs Administration of Switzerland and the OSCE has a long-lasting tradition. Both the FCA and the OSCE took the opportunity of the 2014 Swiss OSCE Chairmanship to intensify their bonds and provide technical assistance to the Kyrgyz Customs service.”

The first visit of the FCA was in September 2013, during which parties discussed bilateral ties and identified possible ways of co-operation. In July 2014, the Federal Customs Administration of Switzerland and the Kyrgyz State Customs Service reached an agreement on the delivery of a three-week training course in September and October 2014 for seven instructors of the Kyrgyz Customs on applying the Harmonized Commodity Description and Coding System (also known as the "Harmonized System"), an internationally standardized system of names and numbers to classify traded products.
