Estonian expert assisting in development of single registry of people with disabilities in Uzbekistan

AKIPRESS.COM - expert Estonian electronic governance specialist Dr. Villem Alango visited Uzbekistan for a 2-week mission, within the framework of the "Improving quality of service delivery for persons with disabilities and lonely elderly people" Project, reports UNDP Office in Tashkent.

Drawing on Estonia’s experience in providing electronically-delivered public services in the social protection, health, property management, and other fields, this visit was a key opportunity for information exchange.

The visit to Tashkent had two key purposes. The first was to assist the government in preparing a "Single registry of persons with disabilities and elderly people receiving social services and social assistance". This is an interagency information management system, serving to streamline interagency interaction and provide stronger, holistic management when addressing the needs of vulnerable groups. The second purpose was to help establish a unified "Social Protection" system for the Ministry of Health.

During the mission, Dr. Alango met and participated in constructive dialogues with stakeholders involved in developing the two interagency information systems. These partners included the Ministry of Finance, the State Pension Fund, the State Inspection for Medical-Labor Expertise, the Ministry of Labor, the Ministry of Health, the Ministry for Development of Information Technologies and Communication, the Tashkent City Khokimiyat and the Center of Electronic Government.

At the end of the mission on Friday July 7, Dr. Alango delivered a presentation of his findings and recommendations to a joint meeting of key national partners at the Center of Electronic Government. It is expected that by the end of July, Dr. Alango will provide an updated Terms of Reference for developing the unified "Social Protection" system, and will also deliver recommendations for the information management system designed to support PWDs and the elderly.

Cooperation will continue between Uzbekistan’s state agencies and the Academy of Electronic Government of Estonia in the nearest future, within the framework of joint projects and international conferences. Dr. Villem Alango is the senior expert of Estonia’s E-Governance Academy.
