OSCE Centre supports training of Kyrgyz officials and civil society on police reform in Vienna

AKIPRESS.COM - OSCEAn OSCE-supported training course for ten representatives of the Kyrgyz Parliament, Interior Ministry and civil society on the development of police under parliamentary democracy concluded today in Vienna.

The five-day training course, organized by the OSCE Centre in Bishkek, was designed to raise participants’ awareness of the OSCE framework documents and best practices of OSCE participating States on the role of law enforcement agencies in a parliamentary democracy. During the course, participants enhanced their knowledge of the processes of law enforcement reform and democratization, as well as parliamentary oversight and control.

"The in-depth discussion of current issues related to the reform of the law enforcement agencies will help to develop specific recommendations and suggestions for the new legislation, which will regulate the activities of the internal affairs bodies of Kyrgyzstan," said Pavel Khalashnyuk, acting Head of the OSCE Centre’s Police Matters Programme.

During the training course, the participants were acquainted with the activities of the OSCE Forum for Security and Co-operation, the Transnational Threats Department of the OSCE Secretariat, and the OSCE’s Strategic Police Matters Unit.

Mirlan Zheenchoroev, a Member of the Kyrgyz Parliament, said: “We reviewed international agreements, treaties and analytical documents in the field of security sector reform, and learned about international practices on the management of police reform processes. We gained knowledge that will help us develop effective legislation regulating the work of police."

The training course was launched in co-operation with the OSCE Conflict Prevention Centre and the Strategic Police Matters Unit to support the Kyrgyz Parliament in upholding parliamentary control over police reform, as well as to support the Interior Ministry and civil society in strengthening the recently-established working group for drafting new police-related legislation.

The event was part of the OSCE Centre's police reform project.
