AKIPRESS.COM - A series of training sessions for state and municipal civil servants on the application of a newly adopted law “On state civil service and municipal service” started on  June 19, in Bishkek, the OSCE reported.

One of the key principles of this new law, which that came into force in June 2016, is a new evaluation system for civil servants based on achievements and merits. The law stipulates that promotion and salary increases are to be connected with evaluation results.

More than 300 employees of ministries, state agencies and self-government bodies of Bishkek, Chui Oblast and Office of Authorized Representative of the Kyrgyz Government in Chui Oblast will examine details of the law during 12 training sessions.

Pierre von Arx, Head of the OSCE Programme Office in Bishkek, said: “By supporting a series of training sessions for employees of state and municipal bodies, the Programme Office in Bishkek intends to contribute towards the correct application of the newly introduced law, thus achieving the goal of raising the efficiency of the state and municipal service”. He also noted that the law is expected to contribute to fighting corruption in state and local self-government bodies. “This fully reflects the overall goal of the nationwide digital transformation Initiative Taza Koom,” said von Arx.

The law also includes provisions for a reduction in the number of political officials and for ensuring transparency of the state and municipal services.

Almaz Nasyrov, Rector of the Academy of Public Administration under the President of the Kyrgyz Republic said: "The main objective of this training is to deepen the knowledge and skills of state and municipal employees for its practical application."

The training sessions are being conducted by the Academy of Public Administration under the jurisdiction of the President of Kyrgyzstan and the State Personnel of the Kyrgyz Republic with support of the OSCE Programme Office in Bishkek.
