OSCE supports training for law-enforcement bodies to ensure free, fair and transparent presidential election in Bishkek

AKIPRESS.COM - More than 300 representatives of Kyrgyz law-enforcement bodies participated in nine training sessions from July 17 to August 6 in Bishkek, Jalal Abad, Osh, Batken and Cholpon Ata on how to ensure that the October 2017 presidential election is free, fair and transparent, the OSCE reported.

The training was delivered by the Central Electoral Commission and the Civil Platform Kyrgyz Public Fund, with the support of the OSCE Programme Office in Bishkek.

Based on the recommendations of the OSCE Office for Democratic Institutions and Human Rights’ 2015 ODIHR Election Observation Mission, the participants discussed preventive measures on tackling vote buying and the misuse of administrative resources in light of the newly adopted amendments to the Electoral Law that envisage tougher sanctions for electoral fraud.

“With every passing election cycle, lessons learned and best practices are taken into account in an effort to further improve inter-agency co-ordination mechanisms,” said Ms. Nurdzhan Shaildabekova, the Chairperson of the Central Election Commission. “Given that, I believe we can conduct the upcoming elections successfully with enhanced co-ordination between law-enforcement bodies and election commissions.”

Participants developed guidelines for effective co-operation between law-enforcement bodies, local government bodies and the Central Electoral Commission on the referral of corruption cases to the General Prosecutor’s Office in pre-election, election and post-election period.

The OSCE Programme Office in Bishkek supported these training sessions as part of its project on assisting the Kyrgyz Republic in improving the electoral system in line with the country’s OSCE commitments. The project focuses on improving electoral legislation, enhancing the capacity of the Central Election Commission to administer elections, and advancing the voter identification system in co-operation with the State Registry Service.
