UNICEF calls for guardianship for children of migrants in Kyrgyzstan

AKIPRESS.COM - UNICEF in Kyrgyzstan has expressed its deepest condolences for the death of a 2-year old boy in Kaindi town, Chui region who is suspected to be a victim of child violence. The boy lived with the family of his mother’s acquaintance, while his parents worked as migrants in the Russian Federation.

"This extremely tragic story of life teaches us a most powerful lesson: there is no time to wait and we need to act now in protecting children from any forms of violence. The mandatory guardianship for over 119,000 children left behind by both parents is needed as a matter of priority," said UNICEF Representative Yukie Mokuo.

"Children of labour migrants who are left behind with relatives, acquaintances or put into institutions are extremely vulnerable to abuse and violence. Acknowledging the vulnerable situation of children of migrants, UNICEF is working with the relevant national authorities to formalize a system of guardianship of children left behind by migrants. All migrating parents, before leaving shall appoint a temporary legal representative for their child. This would transfer certain responsibilities and rights to the temporary guardian, including access to allowances and contribute to the protection of children rights," UNICEF said.

Trauma caused by physical and psychological violence has irreversible damages on children’s development. UNICEF appeals to the Kyrgyzstan’s national authority to process the guardianship reform at the earliest. Moreover, UNICEF calls to all citizens of Kyrgyzstan for ending any forms of violence and abuse against children.

The criminal probe was launched into the death of the 2-year-old child, Chui region police department said.

The boy died in a hospital where he was brought unconscious with signs of numerous injuries on his body.

The boy was taken care of by his mother’s acquaintance, 32-year-old divorced mother of 3 children. The woman claimed the boy fell off from the bunk bed. She will undergo psychological and psychiatric assessment.
