Kyrgyzstan to tighten education and digital literacy requirements for civil servants

AKIPRESS.COM - The Cabinet of Ministers of Kyrgyzstan has submitted a draft resolution for public discussion aimed at regulating civil and municipal service operations following amendments to the Law on Civil and Municipal Service.

Key proposed changes include:

  • Mandatory higher education for senior, principal and lead civil service positions (except where specialized education is required).

  • Higher education will also be required for junior civil service roles, while higher or secondary vocational education will be enough for municipal service positions.

  • Digital literacy will become a mandatory requirement for all positions.

The draft also clarifies procedures for internal investigations, including cases of full admission of guilt and the process of refusing to submit a written explanation, which can now be handled through electronic document systems.
