
AKIPRESS.COM - President of Kyrgyzstan Sadyr Japarov has addressed citizens on the adoption of the National Development Program of the Kyrgyz Republic until 2030.
"Dear compatriots!
I have signed a decree approving the country's fundamental document, the National Development Program of the Kyrgyz Republic until 2030, which will serve as a guide toward building a strong and prosperous Kyrgyz Republic.
This strategic document defines the country’s priorities and development goals for the medium term. It is aimed at ensuring sustainable growth, improving the quality of life for the population, unlocking human potential, and strengthening spiritual values, which are the foundation of unity and inner strength in society.
All objectives within the Program serve one main goal – to ensure a decent, secure, and promising life for the citizens of the Kyrgyz Republic, with improving well-being at its core.
The new direction to 2030 is based on a deep analysis of Kyrgyzstan’s competitive advantages, global trends and national priorities.
The Program, built on a systemic and integrated approach, covers all key areas of state development.
Special attention is given to social policy, enhancing the quality of life, and developing education, healthcare and human capital.
Major focus is also placed on Kyrgyzstan’s integration into international markets, forming sustainable support mechanisms for business, digital transformation, strengthening the financial sector and balancing regional development.
These areas are closely linked with infrastructure modernization and providing equal opportunities for all citizens.
The Program also includes priorities in spiritual and moral development, government administration reform, legal system improvement, active foreign policy, national security and climate resilience.
Four strategic development vectors have been identified, reflecting both the real opportunities and long-term plans of the Kyrgyz Republic during this period of major transformation. These vectors are based on a deep analysis of internal resources and external factors.
Each vector aims to ensure accelerated economic growth, strengthen the country’s regional position, and lay a solid foundation for improving the population’s standard of living. Together, they form a coherent and balanced development path capable of driving steady progress.
- Industrialization – aims to create a modern, diversified industrial base using a cluster approach, with a focus on high value-added exports. Kyrgyzstan has the necessary resources and labor potential to take a worthy place in the regional industrial chain.
- Regional Hub – Kyrgyzstan’s strategic location between China, EAEU countries, and Central and South Asia offers a unique opportunity to become a key transit and logistics hub. Global trade changes and growing e-commerce further reinforce this role.
- Agriculture and Tourism – Kyrgyzstan has unique conditions to produce organic, eco-friendly agricultural products with high processing and value-added potential. Combined with its natural landscapes and cultural heritage, this opens the door to a high-income model of sustainable agriculture and tourism.
- Green Energy – With rich hydropower resources and renewable energy potential, Kyrgyzstan can ensure energy security and independence, and become an exporter of green energy and a platform for green investment. This aligns with global decarbonization trends and climate goals.
Key targets by 2030 include:
- GDP increase to at least $30 billion;
- Per capita GDP rise to $4,500;
- Real economic growth of at least 8% annually;
- Entry into the top 30 countries in terms of achieving the UN Sustainable Development Goals (SDGs);
- Improving the Human Development Index (HDI) rank by at least 10 positions.
To achieve this, we need:
- Significant improvement in public administration quality;
- Growth in labor productivity;
- Implementation of advanced technologies across sectors;
- Active attraction of both domestic and foreign investment.
Dear Kyrgyz citizens!
Following the rapid breakthroughs achieved under the National Development Program to 2026, we are now entering a new stage. With the 2030 Program, we are accelerating progress, expanding ambitions, and mobilizing all state resources for measurable, tangible results.
The results of government work should be visible not only in reports but in real life, through:
- Reliable and safe roads;
- Modern schools with quality education;
- Accessible hospitals with professional care;
- Sustainable jobs, decent salaries, pensions, and benefits;
- Businesses serving domestic markets and reaching exports;
- Strong infrastructure giving citizens confidence in the future;
- Air routes connecting regions and opening access to the world;
- A clean environment and responsible use of natural resources;
- Government services free from excessive bureaucracy.
These are the basic markers of a decent life.
The 2030 Program goes beyond basic needs. It includes advanced directions and strategic projects that once seemed like dreams but are now becoming reality.
We set bold and ambitious goals. We move forward with confidence, determination, and a clear mission to build a strong, respected, and prosperous nation where every citizen feels the change.
To public officials:
Implementing the Program is a shared duty of the entire government system. Its success requires full commitment, dedication, and readiness for bold reforms — coordinated, goal-oriented efforts from all government bodies, the business community, civil society, and every citizen.
I trust that each of you will show professionalism, responsibility, and initiative. Discipline, integrity, and honesty from those working for the country's benefit will ensure the Program’s success.
We have rejected outdated approaches, excessive bureaucracy, and superficial attitudes.
Kyrgyzstan has entered a period where there is no time to lose, and uncertainty must be eliminated. There is no place for apathy or indifference. We have chosen the path of bold and progressive development.
This Program embodies our drive for change and our belief in Kyrgyzstan’s bright future. We have everything we need — the will, the resources, and the potential.
